The US Constitutuion specifies that to become a US citizen one must exhibit a ....sucessful completion of a citizenship exam, to read, write and speak English. All efforts to circumvent the US Constitution is unConstitutional. To issue ballots in a number of foreign languages is contrary to the Constitution which specifies one must read, write and seak English.
